AGREEMENT ON THE INTERNATIONAL ASSOCIATION OF LIGHTHOUSE AUTHORITIES MARITIME BUOYAGE SYSTEM, 1982

IMPLEMENTATION

SIGNATURE, ACCEPTANCE AND DECLARATION

Article IV

(a) Lighthouse Authorities may become Parties to this Agreement by the declaration to that effect with the Secretary-General of IALA.

(b) At the time of entering into this Agreement, a Party will convey to the Secretary-General of IALA:

  • (i) its intention to be included in Region A or in Region B,
  • (ii) its plan for implementation of the IALA Maritime Buoyage system which has been coordinated as appropriate with neighbouring countries and international hydrographic authorities,
  • (iii) the date by which it intends to complete the implementation.

(c) Any Party may withdraw from this Agreement by the deposit of a declaration to that effect with the Secretary-General of IALA.

(d) The Secretary-General of IALA shall notify all the Parties of any declaration received under paragraphs (a), (b) or (c) of this Article and the date of its receipt as well as the date on which it takes effect.

ENTRY INTO FORCE

Article V

(a) This Agreement shall enter into force upon its acceptance and signature by ten Lighthouse Authorities.

(b) After the date on which an amendment to this Agreement has entered into force, any declaration deposited under paragraph (a) of Article IV shall apply to the Agreement as amended.

AMENDMENTS

Article III

(a) This Agreement may be amended by the procedure specified in the following paragraphs.

  • (i) Any amendment proposed by a Party shall be submitted to the Secretary-General of IALA. Such proposal together with the appropriate recommendation of the IALA Executive Committee shall be circulated to all the Parties at least six months prior to its consideration by a General Assembly of IALA.
  • (ii) Amendments shall be adopted by a two-thirds majority of the Parties, members of IALA, present at a General Assembly of IALA on condition that at least half the Parties shall be present at the time of voting. An amendment shall enter into force at a date determined at the time of adoption.

(b) The Secretary-General of IALA shall inform all the Parties of any amendments which enter into force under this Article, together with the date on which each amendment enters into force.
