1 Introduction – The Place of International Law in the Shipping World and Its Sources

In the regulatory framework for shipping, no less than for most other fields of human endeavour, it is not possible to escape the influence of public international law.1 This is the system of law that governs relations between States2 and other actors whose personality is recognised on the international plane, most relevantly for present purposes international organisations established by States.3
