Operational risk debate goes on

OPERATIONAL risk experts within the banking sector are still trying to persuade regulators that operational risk is a management issue and not a capital issue. The Basle Committee of the Bank for International Settlements appears determined to include a risk capital charge for operational risk within its much-delayed new global capital regime for the capital industry.
