Time waiting in the roads to count as laytime?

The question at issue was whether or not the time waiting in the roads at Brest should count as laytime. The vessel arrived off Brest and anchored in the roads at 08 00 on Feb. 5; the roads were in the legal limits of the port; because of neap tides the vessel had to wait until Feb. 12 before moving to a discharge berth.
