Grounding damage discovered during vessel’s special survey - Whether owners entitled to recover expenses from charterers

The vessel had discharged a cargo of phosphate rock at a Mexican port. As she was manoeuvering inside the port she encountered an underwater obstacle which slowed her approach to the berth, and the evidence was that the ship was aground forward. About a fortnight after arrival, a survey revealed that three blades of the propeller showed signs of damage, but two underwater blades were not examined. After leaving the port the Master reported some steering bias.
