Exxonvoy form - Whether congestion delays caused by strike postpones commencement of laytime

The vessel Johs Stove was chartered on an Exxonvoy form to load a cargo of crude oil for carriage from the Persian Gulf to Turkey. By the time the vessel arrived off the loading place at Kharg Island on 15 December 1978 there was serious congestion as a result of an earlier mass strike of oil employees. Matters deteriorated, and on 26 December 1978 there was a complete ban on the export of crude oil from Kharg Island which lasted until 5 March 1979. The arbitrator found that the charterparty was frustrated at midnight on 18 January 1979.
