Legal effect of “Tanker Loading Advice” where vessel caused damage to Libyan terminal

The vessel Southern Sun arrived at the port of Es Zueitina, Libya, to load a cargo of Libyan crude oil. The tanker terminal at Es Zueitina was operated and partially owned by Occidental of Libya Inc. Prior to berthing, a letter headed “Tanker Loading Advice” was presented to the Southern Sun’s master by an employee of Occidental who requested that it be signed.
