Commencement of laytime at Indian discharge port - Whether “entered at custom house” means “prior entry” or “final entry”

The disponent owners of the vessel Nestor chartered her for the carriage of bulk wheat from South America to Madras. Clause 19(C) of the charterparty provided that at the discharging port time was to count from 24 hours after receipt of notice of readiness “also having been entered at Custom House and in free pratique whether vessel in berth or not”.
