In care proceedings, the High Court judge concluded that he could not make a properly founded and reasoned conclusion whether it was more likely than not that a 16-year-old girl was sexually abused by her stepfather and that she was telling the truth, or whether it was more likely that she was not sexually abused by him and that he was telling the truth.
