The Administrative Court began sitting in Birmingham, Cardiff, Leeds, and Manchester on 21 April 2009 and by 5 March 2010,
9% of judicial review cases (1345) were issued in these regional centres, exceeding the target of 7% based on the claims previously
issued in the Administrative Courts which had a local connection and could feasibly be heard outside London. The relevant
percentages were Manchester: 3.3%; Birmingham 2.8%; Leeds 2.2%; and Cardiff 0.8%.
