It was in early 2008 that the then Master of the Rolls announced that he intended to appoint a senior judge to undertake a
review of the entire system of litigation costs by July 2009. An enterprise not lacking in ambition. Following that announcement
there were clearly some hiccups and some slippage of time which resulted in it not being until 3 November 2008 that the Master
of the Rolls announced he had appointed the recently elevated Rupert Jackson LJ to undertake a fundamental review of the costs
of civil litigation commencing in January 2009, with his findings to be presented in December of that year. Sir Rupert’s terms
