This was a request for preliminary measures in advance of the constitution of an arbitration tribunal under Annex VII UNCLOS over the boarding and detention of the vessel Arctic Sunrise by the authorities of the Russian Federation ("Russia") in the Russian Exclusive Economic Zone ("EEZ"). The Kingdom of the Netherlands ("the Netherlands") requested provisional measures. Russia was not participating in the proceedings.
