By a commercial outsourcing agreement dated 15 February 2007 between the claimant (UM) and the defendant (the Government) UM was authorised to act and accomplish on the Government’s behalf all acts and functions relating to the maritime administration of Comoros, including the registration of vessels under the Comoros flag.
