TRANSFER OF TITLE: A NEW LEGAL REGIME IN ONLY THREE PARAGRAPHS
On 20 January 1994, the Consumer Affairs Division of the Department of Trade and Industry issued an eight-page Consultation Document1 in which it proposed, on any view, radical amendments to Part III (in particlar ss. 21–26) of the Sale of Goods Act 1979 (“SGA”). Ostensibly the object was the introduction of a new regime for the passing of title.
