When Harbour Law first appeared in 1979, it was published by the National Ports Council, to which Mr Douglas was then Solicitor. Following the dissolution of that body in 1981, publication has been transferred to Lloyd’s of London Press Ltd., and the second edition benefits from a more professional presentation and a reduction to octavo format. The book provides a concise account of the law relating to harbours in Great Britain managed under statutory powers, and is intended particularly for officers of harbour authorities and for lawyers who are only occasionally concerned with this subject.
