The FCA’s Business Plan 2020/2021 has anentirely reasonable sense of unreality about it. The effects of Covid-19 andBrexit
remain completely unknown. Planning in this environment becomes anexercise in aspiration rather than anything too concrete.
In practice, like theGovernment, the regulator will have to be light on its feet when both of thesemonumental events pass.
