The new harmony

Fornearly a century and a half, the watch word has been that law should fosterinnovation across national boundaries. The project
of patent harmonisation – the convergence of systemsprotecting new inventions and technological processes – seemed to be on
asingle trajectory. Ever since the Paris Convention, European countries have ledthe way in reducing barriers to securing patents
that would operate indifferent countries.
