Overcoming the Limits of Law
Almost universally, businesses admit that local aviation regulators are not doing enough to combat illegal charters. There has always been a question about national aviation authorities’ oversight of charter operators, in particular whether the way the resources are allocated has an actual safety benefit or amounts to redundant and energy-sapping paper shuffling and make-work. While the aviation industry is heavily regulated, it would be impossible for a regulator to monitor every operator, certificate holder, pilot, mechanic, etc. So the agency relies to a great extent on paperwork, and more importantly, on the fact that accidents are not good for business. Everyone involved in aviation thus has an incentive to comply with regulations and operate safely.
