This paper examines recommendations in the ‘Guidance on Collaborative Procurement for Design and Construction to Support Building Safety’ (‘the Guidance’),1 which was commissioned from the King's College London Centre of Construction Law & Dispute Resolution (‘CCL’) by the Department for Levelling Up, Housing and Communities (‘DLUHC’), and the publication of which was announced by Secretary of State Michael Gove MP in the House of Commons in January 2022. The Guidance was developed to support clients and industry in adopting and implementing procurement practices that will deliver safer buildings. The Centre led the development of the Guidance, working with co-author Russell Poynter-Brown and in cooperation with DLUHC, the Health and Safety Executive (‘HSE’) and a Procurement Advisory Group that included representatives from Constructing Excellence, CIoB, CIPS, Crown Commercial Service, RIBA and RICS.
