New transport measures

A new and independent investigation board is to be set up to cover rail accidents, modelled on similar air and maritime bodies and taking over work currently done by the Health and Safety Executive, as recommended by the Cullen inquiry. The board will have strong powers to require information and co-operation and the preservation of evidence. People affected are to be kept informed of the progress of investigations.
