One of the requirements stipulated by the EC Competition Directorate (DG1V) when it agreed last year to grant the International Group Agreement a further exemption from EU competition law was the incorporation into club accounts of an audited five-year benchmark for administration costs. This was to be calculated on a common basis, and referred to as the average expense ratio (AER).
