13.1 Time, cost and quality
Every contract must define the extent of each party's obligations. A construction contract must define what work the Contractor will carry out, and how much the Employer will pay for that work. The scope of obligations is thus at the heart of a construction contract. But scope involves far more than a definition of the extent of the work to be done.
